Smartphone Purchase

Patrick wants to purchase a smartphone from a shop. He selects a number of features that a smartphone can have, each feature having a rating between 0 to 9 and a weight to each feature. The shopkeeper offers 'M' smartphones to choose from, each having ratings for all 'N' number of features. Patrick will purchase the phone with the greatest priority. If there are multiple phones having the greatest priority, he will purchase the one with the lowest cost.
